Counts authority-scope working and non-working dates in a range.

When to use

You need an auditable Netherlands working-day count.

Do not use when: A public holiday is not automatically a paid day off for every Dutch employee. CAO, employment contract, sector, employer, school, bank and municipal schedules are not inferred; Liberation Day arrangements may be five-year/CAO dependent.

for each included date: working_days += status.is_working_day

Normalize endpoints and count exact authority events over the declared weekday baseline.
