When to use

You need a deterministic Nigeria working-day offset.

Do not use when: This is the nationwide federal public-holiday layer, not a universal private-employer, state, local-government, school, banking, market, diplomatic-mission or sector calendar. Does this answer every Nigerian employer's calendar?

No. It is the nationwide federal public-holiday layer. State, local, school, bank, market, diplomatic, sector and private-employer calendars need their own authority and are not inferred.

Why does the package use March 19–20 for Eid-ul-Fitr?

Those are the dates in the Nigeria Ministry of Interior's federal announcement. A diplomatic snapshot lists different dates, so the federal announcement is retained as the authoritative scope and the conflict is disclosed.
