Checks a date for a supported country using CLDR weekend rules plus nationwide public-holiday events from a pinned OpenHolidays open-data snapshot, with explicit non-authority and substitute-day limits.

When to use

You need a source-labelled 2026-2028 public-holiday reference for one of the supported OpenHolidays countries and nationwide-only semantics are acceptable.

Do not use when: You need an official direct authority result, regional/local holidays, substitute-day rules, employer/bank/exchange closures, or a date outside 2026-2028; use the verified China/UK package or the CLDR baseline as appropriate.

is_working_day = CLDR weekday(date) and no included nationwide public-holiday event(date, territory)

Resolve the CLDR weekend rule and compare the date with the pinned nationwide Public events. Regional events and observed/substitute rules are not added unless the source explicitly lists them as events.
