When to use

You need an auditable Canada federal baseline count for a pinned year.

Do not use when: You need provincial, private-employer or schedule-specific substitute-day semantics.

Formula

for each included date: working_days += Canada federal status.is_working_day

Normalize endpoints, apply endpoint flags, and count actual general-holiday dates over the CLDR CA weekend baseline.
