Adds or subtracts dates using Türkiye's pinned statutory public-holiday package; published half-days are skipped conservatively.

**Use when:** You need a deterministic Türkiye statutory working-day offset in 2026-2027.

**Do not use when:** You need an employer or sector calendar, or the date falls outside the pinned coverage.

No. The date-offset calculator conservatively skips the published half-day; status returns the 13:00 boundary.
