Counts authority-scope working and non-working dates in a range. Explicit calendar_basis and mon_fri_planning required; no union of calendars or personal roster inference.

**Use when:** You need an auditable Romania working-day count.

**Do not use when:** Romania 2026 statutory holiday layer only, with required calendar_basis and work_schedule=mon_fri_planning. The basis selects dates, not a person's identity or religion. No union of Christian calendars, non-Christian additional holidays, public-sector bridge/recovery days, individual rosters, shift exceptions, bank/exchange/school opening, payroll or legal deadlines are computed. Other bases and future years are unsupported.

## Formula

`planning_workday = weekday AND no statutory holiday in the explicitly selected calendar_basis`

Apply Labour Code article 139 fixed dates and the selected 2026 Christian calendar. Derive Good Friday and second festival days, deduplicate coincident dates, and never infer extra substitute or employer days.

## FAQ

**Which calendar must I select?**

Ask for the applicable calendar basis. romanian_orthodox and roman_catholic are separately supported; no person's religion or employer schedule is inferred.

**Can calendars or coincident holidays be added together?**

No. Article 139 treats the applicable calendar separately; duplicate names on one date count once. Extra days taken across calendars require employer recovery arrangements, which are not computed.

**Are all employees off on every listed date?**

No. Work/shift exceptions, individual schedules, non-Christian additional holidays and public-sector bridge days require separate evidence.
